If you want to know how big of a deal Groundhog Day truly is in Pennsylvania, the Liquor Code allows restaurants to sell booze between 7 am and 2 am the following day whenever Groundhog Days falls on a Sunday, even if restaurant does not have Sunday Sales permit

Beware of anyone who tells you there are hard and fast writing rules. There are conventions- you can learn to work within or against them. But rules? Nah.
